This Is What
California's Failure
Looks Like.

This is what remains of Merritt's home in Pacific Palisades. He lost everything in the January 2025 fires — along with most of his neighbors.

The fires were avoidable. The insurance collapse that followed was foreseeable. Both were the result of failures by those in charge. Merritt decided it was time for someone who actually understood the problem to step up and fix it.

Not a Politician.
A Problem Solver.

Merritt Farren has lived in California since the age of nine. He grew up in a middle-class family — son of a Navy pilot, attending public schools before earning his degree with honors from Stanford University and graduating from Berkeley Law.

With more than 30 years of experience in business, technology, and law, Merritt built his career at two of the world's most customer-centric organizations: at Disney, where he rose to Senior Vice President and General Counsel of the Disneyland Resort, overseeing Legal, Guest Claims & Security; and at Amazon, as Associate General Counsel for Media and New Technologies, where he played a key role launching Prime Video, Amazon Music, Kindle, eBooks, and Amazon Studios, and served as Chief Legal Officer for Audible. He also held senior roles in Corporate Development at Sony Pictures Entertainment.

When the fires destroyed his neighborhood, Merritt didn't just get his family back on its feet — he fought back. He formally intervened in State Farm's rate hike proceedings as an official consumer advocate, gaining a firsthand look at a broken system and a clear vision for how to fix it.

He is a father, a Californian, and a reformer — running not because it's easy, but because it's necessary.

Merritt is the only candidate for Insurance Commissioner with the experience in business, technology, and law required to solve our insurance crisis. Not a career politician looking for the next gig — a problem solver with the skills and motivation to deliver real results for California families and businesses.

Five Pillars to Fix
California's Insurance Crisis

California is the world's greatest center for innovation — yet we've failed to innovate where it matters most. Merritt's plan draws on real executive experience to deliver structural reform in home, auto, business, and health insurance — not political theater.

01

Big Structural Change to Drive Choice & Lower Costs

Incremental change won't solve our crisis. California needs bold, structural reform on the scale of what Amazon and Disney have delivered — transforming home, auto, business, and health insurance.

Bring Insurers Back with CAL Reinsure

A state-backed reinsurance authority removes concentrated wildfire risk from individual insurers — letting carriers re-enter California, restoring competition, and eliminating the FAIR Plan.

04

Community Safety & Attack Root Causes of Cost

Champion home hardening, set minimum community fire safety standards, and aggressively expose the underlying cost drivers — from infrastructure failures to fraud — that inflate premiums across all insurance lines.

05

Customer-First Accountability

Bring the customer-centric standards of Disney and Amazon to California insurance — paving the way for good operators to thrive while holding delay-and-deny carriers accountable with unprecedented vigor.

CAL Reinsure

Modeled on Florida's hurricane reinsurance program and the UK's flood risk program, CAL Reinsure isolates community wildfire risk and moves it to a state reinsurance authority — letting insurers confidently write policies again while protecting consumers and stabilizing long-term rates.

Restores carrier competition across California
Eliminates the need for the FAIR Plan
Improves long-term rate predictability
Expands consumer choice and affordability
Encourages responsible carrier re-entry
